This is the item from the City's September report that we would most like a neighbour to see, because it is easy to miss and it stops working at the end of the month.

The City of Calgary's Home Services for Seniors program — the one that arranges housekeeping, grass cutting and snow removal for eligible seniors — ends on September 30, 2026. It has already stopped taking new clients. Everyone currently on it keeps their service until that date and not past it.

Nothing arrives in the mail on October 1. The service simply is not there that week.

What replaces it

The Government of Alberta's Special Needs Assistance (SNA) for Seniors program covers the same kinds of help. The important difference is in how it works:

The City arranged the service. Alberta reimburses you for a service you arrange yourself.

That is the whole change, and it is the reason this needs doing in September rather than discovered in November. Somebody has to book the person who cuts the grass and clears the walk, and that somebody is now the senior or their family.

You can usually keep the same worker. The City's own FAQ confirms it: if you like the person who has been doing your housekeeping or your driveway, you can carry on with them after September 30 — you just arrange it with them directly, and claim the cost back from Alberta instead of the City arranging it. Do that conversation before the end of the month, while they still have room in their book for winter.

The actual numbers

These are the figures worth knowing before you decide whether it is worth the paperwork:

Housekeeping + yard maintenance, per yearup to $1,412
Maximum SNA assistance of any kind, per year$5,872
Income cut-off, single senior$32,690 or less
Income cut-off, senior couple (combined)$53,800 or less
Benefit yearJuly 1 to June 30

"Yard maintenance" for this program means grass cutting and snow removal only — not landscaping, not tree work. Housekeeping means light housekeeping: dusting, vacuuming, mopping, cleaning bathrooms.

Two details that are easy to miss and genuinely useful:

  • Receipts can be submitted up to 12 months after you paid. So a senior who muddles through October and November paying out of pocket has not lost that money — it can still be claimed. Keep every receipt.
  • First-time applicants normally need a note from a doctor saying the help is needed. Anyone 80 or over is exempt from that, as is anyone who was previously on AISH. If you are helping an 84-year-old with this, you do not need to get them to a doctor's appointment first.
You have to complete the Seniors Financial Assistance application before SNA requests can be processed, so that is the first form, not the last.

Who to call

  • Alberta SNA for Seniors: 1-877-644-9992, Monday to Friday, 7:30 AM to 8 PM. Details at alberta.ca/seniors-special-needs-assistance
  • Questions about the City program ending, or who your current provider is: email [email protected], or call 311 and ask for the Home Services for Seniors program. They will give you your provider's contact details and talk through the change. Details at calgary.ca/HSS
  • If the income test rules you out: 403-SENIORS (403-736-4677) or 211 — both exist to find you something else, and both are worth calling rather than assuming there is nothing.

Why we are making a fuss about this one

Signal Hill is a hill. That is charming in June and it is a genuine problem in January, when a corner lot with a long walk is the difference between a senior getting to the mailbox and a senior staying inside for four days.

The people most affected by this change are exactly the people least likely to be reading a community association website: they are not on our mailing list, they may not be online much, and the letter about it is one more piece of government mail in a stack.

So the useful thing here is not reading this. It is asking. If you have a neighbour who has someone come round to clean, or a contractor who does their walk, ask them this month whether they know the City program is ending and whether they have sorted out what happens on October 1. If the answer is a blank look, the phone number above is the whole fix, and it takes one call.

Snow is a November problem. This is a September job.
